The PSA sets and maintains the regulatory framework for the phone-paid services market through our Code of Practice. Our strategic purpose is to build consumer trust in phone-paid services and ensure consumers are well-served through supporting a healthy market that is innovative and competitive. 

We do this in two ways:
  1. by protecting consumers from harm in the market
  2. by furthering consumers' interests through encouraging competition, innovation and growth.

If you’re setting up a phone-paid service, you will need to check our regulatory requirements. This includes our Code and Guidance and registering with us (including applicable fees). Further information on these can be found on this section of our site.

Remember that it is your responsibility to comply with all applicable rules of the Code. We issue compliance advice on request and work closely with industry, formally and informally through consultations, forums and workshops in order to achieve best outcomes.

We apply our Code of Practice in a fair and proportionate manner. When enforcing our Code we seek to resolve concerns with providers where we are able to. Where services are found to breach our Code of Practice we have the power to issue fines, bar services and prohibit companies from operating in the market, and order refunds.
