Paul Whiteing appointed Chief Executive of PhonepayPlus

3 March 2009

The Board of PhonepayPlus, the phone-paid services regulator, today announced the appointment of Paul Whiteing as Chief Executive, effective immediately. Paul, who has been performing the role on an acting basis since the resignation of George Kidd in December 2008, will also assume a seat on the PhonepayPlus Board.

Paul was previously Director of Policy and Innovation at PhonepayPlus. In this role, he oversaw the creation of an industry support function which provided almost 3,000 pieces of compliance advice in 2008. He was also responsible for policy, directing the ongoing development of the PhonepayPlus Code of Practice and the Review of mobile phone-paid services in 2008-9. A member of the executive leadership team throughout this time, he had a hand in all major decisions affecting the organisation.

Paul is also Director of the Independent Mobile Classification Body (IMCB) and a member of the Committee of Advertising Practice's Sales Promotion & Direct Response Panel.

Prior to PhonepayPlus, Paul's background was in the public sector where he held a number of managerial positions, most recently as Contract Manager at the Legal Services Commission where he devised and implemented a strategy to improve the quality of legal services in the UK.

Sir Alistair Graham, Chairman of PhonepayPlus, said "The phone-paid services market presents a regulatory body with a diverse array of complex challenges. Businesses must be able to deliver valuable, innovative services within a regulatory framework that provides certainty and where consumers can trust the services."

"No one understands these challenges better than Paul. He has provided the Board with excellent support over a number of years and, more recently, has performed the role of Chief Executive with aplomb," he continued.

Paul Whiteing commented: "The challenges facing consumers and businesses in the current economic climate should not be under-estimated. However, I am pleased to be leading a strong, motivated team and look forward to working with all stakeholders to build compliance in this exciting market."
