PhonepayPlus issues 087 help note as a practical guide for companies affected by new regulation

PhonepayPlus has issued a Help Note for companies affected by its forthcoming regulation of numbers in the 087 number range (0871, 0872 and 0873 but not 0870), which it will take over from Ofcom on 1st August 2009.


The Help Note is a practical guide for companies affected by regulation to help them take the steps necessary to achieve compliance with PhonepayPlus’ Code of Practice. It should be read in conjunction with the ‘087 – All you need to know’ beginners’ guide, for those new to regulation, and the Statement of Application, which is the legal document issued by PhonepayPlus outlining how it will apply its Code to regulation of the 087 number range. All three documents are available at www.phonepayplus.org.uk] or by request from PhonepayPlus.

Purpose of the Help Note

The Help Note sets out the practical steps network operators and service providers need to take in order to achieve compliance with PhonepayPlus’ Code of Practice by 1st August 2009. In particular, it provides guidance on the following:

  • How PhonepayPlus defines ‘Network Operator’, ‘Service Provider’ and ‘Information Provider’
  • How PhonepayPlus will apply its Code of Practice to each category of provider
  • Key actions, in detail, that providers will need to take in order to achieve compliance with the Code by 1st August 2009


The Help Note looks in detail at two areas that PhonepayPlus has identified as of particular concern to consumers when using 087 numbers. These are:

  • Undue delay: under PhonepayPlus’ regulation, consumers must be informed of how long they are likely to wait so they can make an informed decision as to whether to remain on the line
  • Price transparency: the Code requires that providers of 087 numbers publish pricing information clearly on promotions for 087 numbers. Where they are unable to do so in the short term, they should inform callers of the price when they are connected


Providers of 087 number ranges or services should take all necessary steps to ensure they comply with the regulations by the time they take effect on 1st August 2009. Those who still have questions should contact PhonepayPlus’ compliance team.
