Industry Liaison Panel
The Industry Liaison Panel (ILP) has been set up by the Phone-paid Services Authority to facilitate a two-way communication between representatives of the phone-paid services industry and the regulator.
The objective of the Panel is to provide a forum which supports a healthy, compliant, innovative and competitive market in the best interests of consumers. The panel identifies and discusses emerging trends in the sector as well as focusing discussion where necessary on current regulatory issues. The ILP gives the industry the opportunity to challenge PSA thinking and for the PSA to share information and seek views on its policies and proposals.

A qualified lawyer, Kevin is the primary legal and business affairs support for ITACU: the BBC unit that works with production teams to ensure compliant votes, competitions, awards and charity donation services across all public service output.
With over ten years’ experience supporting the team, Kevin has overseen the use of PRS on Strictly Come Dancing (including the addition of mobile short dial codes), Red Nose Day, Lifeline and BBC Children in Need (including the expansion of text to donate options) to SMS competitions running across the BBC’s 57 radio stations: comprising national, regional and local stations across the UK, Channel Islands and the Isle of Man.
Kevin’s role includes managing the legal aspects of procuring and contracting the platforms and services, originating the public-facing terms and conditions, privacy notices and FAQs for all services, and advising on scripting and graphics as well as public responses and complaints procedures (both internal and under Ofcom).

Joanna is the General Manager at aimm, the association for interactive media and micropayments. She has worked in several companies in the interactive sector, heading up client services at both Telecom Express and Spoke Interactive and also with Channel 5, controlling both the commercial partnerships and interactive services divisions. This included management of Big Brother PRS, social media and App voting. This experience of managing audience interaction means that she has a deep understanding of the opportunities and the challenges that this industry faces.

In 2004 Peter created the mobile payments and messaging aggregator Ericsson IPX’s UK division and in 2012 sold the entity to Netsize/Gemalto. Over the following five years he was the Sales Director for a number of European countries for Netsize where he developed both messaging and payment. Today he is the Partnership Lead at EE working with the aggregator community to growth the mobile payment’s business in a safe and sustainable way.

Hamish MacLeod is the Chair of Mobile UK, an organisation open to all UK mobile operators who have the goal of building competitive cellular and broadband networks. The Mobile UK’s objective is to achieve an optimal regulatory environment for their members by jointly developing positions and effectively communicating those to government and regulators. This extends to self-regulatory initiatives, such as the IMCB which classified mobile digital content and was run jointly with Phone-paid Services Authority until 2013. Most recently Hamish has focused on ensuring that the current exemption for PRS within the EU Payment Services Directive, was retained appropriately in the upcoming PSD version 2.

Jeremy Stafford-Smith is the Premium Voice and the B2B Compliance manager at Vodafone Mobile and in an ILP context represents the Payforit Management Group (PFI MG). The PFI MG is a group of PRS managers from MNOs, which meets once a month to share compliance information and agree compliance objectives going forward to ensure that Consumers get the best outcomes from charging items to their mobile phone accounts (or prepaid balances). Whilst the MBG represents the wider interests of the MNO’s Regulatory divisions, the PFI MG is focused entirely on PRS and other non-geographic numbers.
